About Brian
I currently live in Atlantic Plumbing with my puppy, Gus. I am a third-generation native of the D.C. Metropolitan area.
I was fortunate to find my passion in the health and aging space early in my career. I have over 10 years of experience helping seniors age in place with dignity and respect. See my professional background below.
I am a proud member of the LGBTQ+ community and have been an active member of the LeDroit Park and Shaw communities since moving back to DC in 2014. See my community leadership details below.
Professional Background
Currently, I am a Healthcare Consultant and have worked with the Center for Medicaid & Medicare Services (CMS) on:
Implementing the No Surprises Act (NSA) program,
Developing Human Centered Design practices and tools,
Producing the annual Medicare Part C payment error rate,
Implementing a bundled payment model, and
Assessing and improving nursing home staff competencies.
Prior to consulting, I worked for the government at the federal, state, and local levels. I worked as the Director of Policy, Planning, and Evaluation at the D.C. Office on Aging (now known as the Department of Aging and Community Living). In addition to the Safe at Home Program mentioned on the home page, below are two accomplishments.
Designed and implemented initiatives to promote senior village sustainability. Organized the 13 senior villages in the District through quarterly peer-to-peer learning exchanges, and managed the development of the District’s first guide for starting a senior village.
Managed the agency’s support of Age-Friendly DC. Co-Chaired the Community Support and Health Services Domain that is responsible for coordinating government and community leaders around 14 initiatives to expand home- and community-based supports.
Additionally, I was the LGBT Political Coordinator for Speaker Christine C. Quinn’s campaign for NYC Mayor and a Legislative Policy Analyst at the New York City Council’s Aging and Veterans Affairs Committees. Accomplishments include:
Designed and executed advocacy efforts to evaluate mental health services for veterans. Convened a Veterans Task Force that engaged businesses, advocacy groups, and concerned citizens, then hosted a series of joint hearings and a site visit to a major veteran healthcare facility. These efforts publicly evaluated New York City’s mental health services and advocated for continued care at a V.A. hospital in Queens.
Managed Council’s support of implementing Age-Friendly NYC and served as Council’s representative at the governing task force. Assisted in the development and implementation of Age-Friendly Businesses and the CityBench Program, which installed 536 accessible benches at bus stops around the City.
Community Leadership
Giving back to the community has been an important activity for me since I was a kid. I have been fortunate to serve the community in various ways over the years, including serving on the board of an HIV/AIDS research foundation and volunteering at the Victory Fund.
Since moving back to DC in 2014, I have been able to serve the community in the following ways.
Chair of the Ward One Democrats
During my tenure, we hosted numerous get-out-the-vote (GOTV) activities for Hillary, including phone banks, organized trips to PA and southern VA to do door knocking, debate watch parties, and more. Additionally, we hosted events around local elections and topics, such as a panel discussion on the Paid Family Leave Act.
ANC Commissioner in LeDroit Park (ANC 1B01)
During my tenure, I served as the ANC Treasurer and Chair of the Transportation Committee. Accomplishments include:
In addition to the LeDroit Park Transportation Package, working with DDOT to successfully expand bike lanes throughout Shaw and LeDroit, including on 4th Street.
Working with Councilwoman Nadeau to successfully secure $750,000 in the city budget to redevelop the field in the Park at LeDroit.
Working with the LeDroit Civic Association and Casey Trees to successfully secure 40 new trees for the Park at LeDroit and host a community planting day with more than 90 volunteers.
Assisting residents and businesses navigate DC programs, such as the Single Family Residential Rehabilitation Program (SFRRP).
Hosting numerous community walks with Mayor Bowser and Councilwoman Nadeau.
Secretary of the LeDroit Park Civic Association Executive Board
During my time, the association organized events that brought the community together (block parties), improved the community landscape (spring gardening events), and kept residents informed (monthly meetings). As secretary, I updated the civic association website and increased communications. As a result, we were able to expand our membership.
