Welcome Neighbor
My name is Brian Footer and I am a lifelong Democrat running for ANC (Advisory Neighborhood Commission) in order to serve as your advocate to the District government and Howard University.
I am running because our community is facing big issues—crime is getting worse, dirt bikes and ATVs are a persistent issue, and once-in-a-lifetime economic development opportunities are around the corner—and we need a strong leader. As a former District government employee and former elected ANC, I have experience successfully designing and implementing District government programs, effectively promoting the communities voice to deliver tangible results, and leading large organizations through transformation.
This space is designed to be a two-way form of communication:
for me to share information about my qualifications and vision for ANC 1E07, and
for you to share issues and ideas you would like the ANC to focus on.
Throughout the fall, I hope to earn your vote and establish a framework for continuing to work with you and the broader community.
About Brian
In November 2022, I was honored to be elected to serve the residents of ANC 1E07. Since taking office, I have worked with the community and delivered results on critical issues important to residents. Accomplishments include:
KC Lewis Park Enhancements: Secured $1.2 million in the FY25 Budget to enhance the children’s playground, the basketball courts, the baseball diamond, and general ground maintenance. Our success was due to hard work over the course of a year engaging the community to document issues and identify solutions and opportunities to increase utilization by:
Conducting community walks through KC Lewis Field with representatives from LeDroit Park Civic Association, Councilmember Nadeau’s Office, Department of Parks and Recreation, and the Mayor’s Office of Community Relations and Services
Meeting with Parent Teacher Organizations (PTO) at Seaton Elementary and Langley Elementary,
Meeting with the LeDroit Park Civic Association,
Aggregating various correspondence with constituents requesting assistance and/or reporting issues with the fields
Releasing a 6-question survey between October 12 and 27, 2023, which was completed by 71 individuals in the surrounding area
Safe at Home Program - As the Director of Policy, Planning, and Evaluation at the DC Office on Aging (now the Department of Aging and Community Living), I designed and implemented a home modification grant program of up to $10,000 to reduce falls and increase mobility for seniors and people with disabilities.
LeDroit Park Transportation Package - As the ANC Commissioner of 1B01 and Chair of the ANC 1B Transportation Committee, I successfully worked with the community to assess roads, sidewalks, and parking zones across LeDroit Park and develop a comprehensive set of 10 recommendations for improvement. I successfully worked with the District’s Department of Transportation (DDOT) to implement each of the recommendations.
Organizational Transformation - As the Chair of the Ward One Democrats, I restructured the organization and introduced new energy into the precinct representative role. As a result, more than 35 Democrats were elected as precinct representatives across Ward One filling seats that had been vacant for more than two years.

A Vision for 1E07
The ANC role is meant to amplify your voice and be an advocate for the neighborhood. I will leverage my professional and previous ANC experiences to:
work with our community on drafting creative solutions for resolving issues, and
navigate the District government’s services and processes to advocate and promote the community’s concerns and ideas.
